All Access Visa Gift Card Explained
The All-Access Visa gift card is one of the most popular Visa prepaid cards. The card can be used anywhere Visa debit cards are accepted. You can purchase one at most check cashing places and convenience stores, including at some gas stations. They are also available at most drug and grocery stores and come in denominations of $25, $50, $100, and up to $250. Like other Visa gift cards, the All-Access Visa card comes with fees, including a purchase fee of $4.95. The card is not reloadable or returnable once purchased.

1. What are the fees associated with the All-Access Visa card
In addition to the purchase fee of $4.95 that is payable at the cashiers, the All-Access Visa card comes with a monthly service fee of $2.95 that is charged after the 7th month of purchase. However, some have reported online that the service fee is actually $4.95 per month. There is no way to clarify this since strangely enough, All-Access Visa does not have information on their website (including FAQs) about fees associated with their cards.
The monthly service fee is charged until the balance is depleted so take note. Many customers who purchased the All-Access Visa card and held on to them got a rude awakening when they found out their funds have been wiped out by the monthly service fees. Also, while online balance inquiry is free, there may be a charge for balance inquiry request made via phone.
2. Can you use the All-Access Visa card for online purchases?
According to All-Access Visa, you have to register your card via phone or online (at www.allaccessgift.com) to be able to use the card online. This is necessary because the online merchant will then be able to match the name and billing address you provide for your order with the name and billing address on file for your visa gift card (just like they do for credit cards). However, others have reported that they have been unable to use the All-Access visa card online even after registering the card. Part of the problem may be due to the fact that their purchase amount is greater than the gift card value and certain online merchants do not support split payments.
Another issue is whether the All-Access Visa card can be used to make purchases on eBay or linked to PayPal. Being able to link it to PayPal depends on whether PayPal requires you to go through their verification process. If they do, then you will need access to your transaction details. 3. Can I use the All-Access Visa card if the amount of purchase is over the gift card limit?
Yes, but only in person at a retail location. This is because you have to tell the cashier that you are using two forms of payment. You should first present the All-Access cards and tell the cashier to charge the card for the full amount on the card (which means you have to know exactly how much you have on the card). You can then present another form of payment (cash or credit card, or another All-Access gift card) to pay for the balance. As a result of this two step process, you are not able to use the All-Access card online to pay for a purchase that is over the limit on the gift card since most merchants online do not support split payments.
4. Can I use the All-Access Visa card outside the United States?
Yes, you can use the All-Access Visa card to make purchases outside the United States but you may be charged a fee for this convenience.
5. Is there an age limit to who can buy or use the All-Access Visa gift card?
No, the All-Access Visa card can be purchased or used by anyone, including kids less than 18 years of age.
6. Can I reload the balance on an All-Access Visa gift card?

The All Access Visa card is obviously a scam. The intent of this company is to fool the purchaser (& receiver) into believing they have purchased ( or received) a monetary gift without hidden fees except for the initial service fee. In fact, they have just inadvertently given this company access to drain the value of the card over time. Full disclosure of the limitations of this are not available at the point of sale. This is pretty outrageous but obviously legal. In the future, I will be discourage use of this product to all of my familiars and business associates. American Express and other retail stores may offer terms in this regard. Perhaps All Access Visa would benefit from some negative attention from the consumer watchdog organizations and legislative bodies to encourage them to be more forthright.
